Cheyenne Cop Nabs Fort Collins Man Being Sought by U.S. Marshals
A wanted Fort Collins, Colorado man is behind bars after he was reportedly caught loitering at a Cheyenne motel.
According to arrest records, a police officer responded to the Motel 6 located at 1735 Westland Rd. at 1:15 Monday afternoon, Nov. 13, for a call of a loitering male.
The officer says the man was looking in the first-floor windows and started to walk away when he approached him.
When the officer ordered the man to stop, he reportedly turned around and started talking about his lips being chapped and could not articulate why he was there.
The officer says the front desk clerk and maid on duty told him that the man, who did not have a room, had been hanging around the motel for several hours and said he was calling a cab for a ride but never left.
The maid also said that the man was arguing with staff and at one point tried to force his way into the office, which is not open to the public or motel guests.
The officer says he asked the man his name several times, to which he would not answer and kept talking in nonsensical circles about his lips being chapped.
The man then reportedly told the officer that he would tell him his name if he got a drink of water, but when the officer gave him a bottle of water, which he took several drinks out of, he still refused to tell the officer his name.
The man was handcuffed and taken to the Laramie County Detention Center without further incident but he still refused to identify himself and was cited for loitering and refusing to identify himself to law enforcement.
The police officer issued the citations under "John Doe" for the jail to hold him under.
The following day, Nov. 14, jail staff informed the officer that "John Doe" was identified as 54-year-old Frank Anthony Plada, and that he had an active United States Marshals warrant for allegedly violating his probation in a bank robbery case. The warrant had no bond.
The officer issued Plada new citations for the same offenses.
