Now, imagine being one of these people and having an interaction with a first responder, such as a police officer. How would first responders know how to handle an interaction with this person, and how would they even know what is going on?

What is the Blue Envelope Program?

First responders have to interact with all types of people every day when they are at work. Every interaction is going to be different. No matter what. People who have difficulties communicating need to be able to interact with first responders in many situations, and there is a great way for them to do it.

The Blue Envelope Program assists citizens who may have conditions and disabilities that would impact communication. The Blue Envelope Program lets the first responders know that this person may need extra time or accommodations to speak with them.
