Bill To Ban Child Sex-Change Procedures Filed In Wyoming

A bill that would ban sex and gender change medical procedures for anyone under the age of 18 has been filed for the upcoming session of the Wyoming Legislature.

It's sponsored by Rep. Lloyd Larsen [R-Fremont County]. Co-sponsors include Representative(s) Stith and Senator(s) Baldwin, Dockstader, and Schuler.

The bill does include exceptions for some medical conditions:

i) Procedures or treatments that are performed with the consent of the child's parent or guardian and are for a child who is born with a medically verifiable genetic disorder of sex development, including but not limited to 46, XX chromosomes with virilization, 46, XY with undervirilization or both ovarian and testicular tissue;

(ii) Any procedure or treatment that is performed with the consent of the child's parent or guardian and is for a child with medically verifiable central precocious puberty.

As a non-budget bill being filed during a budget session of the legislature, House Bill 63 will need a 2/3 majority vote for introduction.

The 2024 Session Is a Budget Session

The 2024 Wyoming Legislature will convene on February 12 in Cheyenne. Wyoming alternates 20-day budget sessions with 40-day general sessions. Budget sessions in theory focus mainly on budget matters, but non-budget bills can be introduced with a 2/3 majority vote.

The longer general sessions, such as the 2025 session, are open to bills on any topic.
