Justin Sullivan, Getty Images The Boulder City Council gave initial approval to a proposed smoking ban on the Pearl Street Mall this week. The ordinance would ban all smoking on the pedestrian mall, including on the lawn of the Boulder County Courthouse, and calls for a fine of up to $1,000 or up to 90 days in jail. The council approved two versions of the ordinance, one with the higher fine and possible jail time for a first offense and one without. That will allow the council to debate and approve either version on a second reading Nov. 1st.
