It seems legit. I followed the link from here and found a list of participating retailers. Clicking on REI, I found myself at their website, with the details on free shipping listed as follows.

Looks like there are few restrictions, and it even lasts through New Year's Eve.

However, it seems like each outlet has their own restrictions, because the link I followed to Target has their free shipping ending on December 20, 2014.

Either way, it's always nice to save a little bit wherever we can during the holidays.
