The ordinance, that has been around for decades, was designed to only allow a set number of unrelated people to live together. Some say that the ordinance, amongst other things, drives up rents and makes it tougher for low-income residents to find housing in the city.

The ordinance is policed, if caught renters face fines in the thousands.
