Fort Collins Could Soon be Writing Tickets for Bad Landscaping

It's my yard, I can put anything I want in it, right? I have heard this argument for a long time, on one hand you have HOA's telling you you can't paint your house purple and the city may say no to clutter in a big way-how do you feel? Do you think that Fort Collins should write tickets for bad landscaping and clutter?
